Experience: Mr. Vitia has a good knowledge in primary health care. He completed the primary education in “Shkëndia” Primary School in Hajvalia, whereas secondary school in “Xhevdet Doda” High School, in Pristina. He graduated at the University Hospital Center in Tirana, the Department of General Medicine, at the University of Tirana. He has worked as professional advisor in the “Agani” Company and he also worked in the “Keis” Company at the same position. Since 2010, he is an activist in “VETEVENDOSJE” movement, where he is engaged in the Committee of Health.

Department of Health and Social Welfare, in accordance with the legal provisions in force, as well as based on strategic and political guidance of the Municipality Mayor, within its scope exercises and is responsible for taking measures and specific activities to achieve health and social objectives of the Municipality of Pristina.

Assesses local health needs;

Drafts the budget, in accordance with local needs and legal provisions in force;

Implements primary health care, by giving priority to implementation of preventive measures through the implementation of concept of family medicine;

Implements norms and standards of infrastructure and human resources according to legal acts approved by MH and MLSW;

Decides and collects co-payments within the framework defined by the Ministries;

Defines local and objective priorities based on information in accordance with the primary health care strategy;

Provides social service and care for social cases of the population within Municipal territory;

Cares for the right to have, develop and use the property in order to secure social housing to persons within Municipal territory;

Cooperates with relevant Ministries;

Exercises other competencies and responsibilities arising from special laws, Municipal Statute, sublegal and delegated acts by the central government; 

Oversees epidemiological situation at the Municipal level;

Collects and analyzes information in the health and social field at local level;

Coordinates and supervises the work of the MCFM, CFM and health ambulances;

Organizes awareness campaigns with governmental and nongovernmental organizations and concludes agreements of cooperation in the health and social field;

Coordinates and oversees the work of the Centre for Social Labor;

Reports in relation to the provision of health and social services as well as Municipal achievements in this field;

Proposes level of rents and establishing the level of release from rent payments;

Drafts proposals for the release from citizen services, if the schemes are based on objective criteria open to the public and in compliance with applicable law;

Undertakes steps to identify the nature and extent of the need for social and family services within Municipal territory;

Prepares annual plans for the development and improvement of social and family services and keeping statistical records;

Cares for providing housing for the homeless people;

Undertakes actions to provide sufficient funding for continuous professional development of health and social professionals, through specific training in accordance with the laws in force;

Implements primary health care in the public sector through family medicine services and follows citizens’ health status in the Municipal territory;

Drafts strategies for primary health care based on the identified needs at the local level by giving priority to preventive measures in respect to the status of health, age, gender and economic-social position of the citizen and conditions and opportunities in providing health care; technological-medical conditions, geographical distance and configuration, as well as the structure and composition of primary health care institutions; 

Undertakes preventive measures for early detection and diagnosis, medication, recovery and rehabilitation of diseases, disorders and injuries including minor surgical interventions;

Organizes and implements the immunization process in accordance with the legislation in force, as one of the basic measures of public health care;

Cares for advancement of the health of children, youth and other vulnerable groups;

Cares for reproductive health advancement;

Promotes oral health and basic dental care as well as mental health in accordance with the advanced methods;

Cares for protection and advancement of public health for the citizens of the Municipality throughout preventive activities such as (but not limited to): promotion of the healthy way of living, health education, undertaking of general anti epidemic and prevention measures, such as: spatial disinsection, deratization and disinfection, environmental control, control of the causes as well as prevention of diseases, disorders, injuries and medical conditions of social importance;

Develops vocational training programs for healthcare workers through “Continuing Professional Development” (CPD) in order to increase the quality of healthcare;

Cooperates with secondary and tertiary healthcare in accordance with applicable law;

Provides social and family services within Municipal territory according to standards defined by the Ministries;

Assesses socio-family needs at the Municipal level and monitors social situation in the Municipal territory;

Cares for the provision of assistance services and social care for families on social welfare through CSW in accordance with applicable law;

Provides qualitative socio-family services for endangered population categories and those protected by law;

Provides social and family services within the Municipal territory, through the activities of the Center for Social Labor (CSL), or by providing funds or any other material assistance for Non-government organizations which deal with these activity;

Cooperates with local and international partners for strengthening human capacities and the improvement the quality of socio-family services;

Cooperates with Ministries in line for the provision, distribution and maintaining of statistics, information and confidentiality of families receiving socio-family services, according to the legislation;

Provides optimal funds for continuous training of social professionals with the aim of rising socio-family services;

In order to exercise the functions defined by the applicable legal provisions, Directorate of Health and Social Welfare is organized into the following sectors:
1.    Sector for Health;
2.    Sector for Social Welfare.
